Vietnam joins ASEAN motor insurance system for seamless cross-border travel: Report

This will require motorists to register for a compulsory civil liability insurance plan.

Vietnam has successfully linked up to the ASEAN Compulsory Motor Insurance (ACMI) system, as announced by the Vietnam National Agency implementing Protocol No. 5 on the ASEAN Compulsory Motor Insurance program (VINABAI), reported the Viet Nam News agency.

Under this development, motor vehicle owners from ASEAN member states transiting or travelling to Vietnam are required to register for compulsory civil liability insurance for motor vehicle owners.

The ACMI, serving as a data hub, allows member states to issue insurance policies and is officially employed by 10 ASEAN countries, implementing Protocol No. 5 on ASEAN's Compulsory Motor Insurance program. 

This integration facilitates the movement of vehicles and goods across ASEAN border gates.

Moreover, the ACMI will be linked to the ASEAN Customs Transit System (ACTS), establishing an electronic one-stop mechanism for goods in transit procedures, and supporting the ASEAN Framework Agreement on the Facilitation of Goods in Transit (AFAFGIT).

Vietnam's successful connection to the ACMI system positions the country as a leader in this initiative, alongside Thailand, the manager of the ACMI system, and Singapore, a developed country in ASEAN, according to the agency.

Motor vehicle users can utilise the ACMI system to register for a blue card, serving as proof that a motor vehicle has an insurance policy meeting the minimum requirements for civil liability insurance of motor vehicle owners in transit or destination countries in ASEAN.
