Vietnam nears 2025 social insurance goals, projected 20 million participants

By 2024, health insurance participants is seen to reach 95 million.

Vietnam's social insurance participants are projected to reach 20.03 million by the end of 2024, representing 42.71% of the workforce, up from 2 million in 1995, projects the state insurer Vietnam Social Security (VSS). 

This figure is close to the 2025 target of 45% workforce participation. 

Amongst these, 2.292 million are voluntary participants, accounting for 4.8% of the working-age population, achieved through sustained advocacy by Vietnam Social Security (VSS).  

Unemployment insurance participation is expected to reach 16.03 million by the end of 2024, or 34.18% of the workforce, nearing the 2025 target of 35%. 

Since 2009, this marks an increase of 10.04 million participants.  

Health insurance coverage has expanded significantly, from 7.1 million participants in 1995 (9.6% of the population) to 93.62 million in 2023, or 94.2% of the population. 

By 2024, the number is projected to rise to 95.43 million, with 48.171 million participants attributed to VSS’s ongoing efforts. 

Each year, VSS processes over 12 million social insurance claims, whilst the number of health insurance users for medical services is estimated to reach 185 million in 2024, doubling the figures from 2009.  

Currently, 621,000 organisations and businesses transact electronically with VSS, and all citizens with level-2 digital identity accounts can access its online services. 

Additionally, more than 13,000 medical facilities are interconnected with VSS, facilitating health insurance payments for over 170 million medical cases annually.
